The best way to access Kumagaya Rugby Ground from central Tokyo is to take the Tohoku main line from Ueno station in Tokyo, which continues into the Takasaki line.
Selected as a host venue for the 2019 Rugby World Cup, Kumagaya Rugby Stadium is currently under construction in order to meet the World Rugby standards. It will also be home to the Rugby 7s for the 2020 Tokyo Olympic Games. Including patches of grass behind one end, the capacity currently stands at 24,000 (9,232 seats) but will be converted into an all-seater venue (all stands sheltered) for the 2019 Rugby World Cup. Large electronic screens and floodlights will also be installed prior to the 2019 RWC.
A Top League double-header will set you back just 2000 JPY (20 USD / 15 GBP) - tickets can be purchased from the machines at most convenience stores or online. Alternatively, there should be tickets available to buy at the stadium on the door.
